1998 Mercury Sable idling high

Hi I was just wondering why my car idles high when i'm parked or stopped (like waiting in drive thru)and then it continues this on and off. I also noticed on the highway that it hesitates for about a couple seconds and then it goes normal again. I want to get it fixed but don't know what needs to be fixed? What could be the problem? Please help

Lot of things could cause high idle.

Check for vacuum leaks, carbon build-up on the throttle plate, throttle linkage operation, binding of cruise control linkage. Also check for air intake duct leaks and leaking intake manifold gasket. These are most common culprits for high idle issues.
