1993 Mercury Sable running hot

My car is running hot. Radiator is full, coolant is full. Fan is running but is hooked up to the battery so it runs all the time. Why is it running hot

Have you replaced the Thermostat and made sure the water pump was pumping coolant?

The water pump on my 97 had plastic impeller inside that split off the shaft and was not moving water internally. Take back off of pump after you get it out to be sure.
