All I can think of is the fan switch is bad, The high blower is a seperate cicuit than the normal fan speeds

Every thing seems to work very well except tac is offhe fan runs all the time on high even when the heat/AC s off

Check under the hood for a power distribution box. It has fuses and relays. There is a blower relay there. swap the relay with another like kind relay and see if that solves your problem.
I have had some problems with these relays too.
