if there is fluid on rotor, break shoe, and rim, does the break shoes need replacing, and/or rotor turned or just replace the break line?

Hi there,
You can clean the fluid with a dedicated brake cleaning fluid. the rotors will just need a clean as well, new pads and shoes are often quite cheap so new is also a good option.
