1996 Mercury Mystique brake lights don't work when stepping

I step on the brakes and brake light dont come on. Check bulbs, fuses and Switch. I put in all new fuses and a new switch and bulbs are in working order. But the brake lights still won't work when I use the brakes. I can't drive the car because I will get a ticket. The brake light in the rear window works fine. What could be wrong?
