1999 Mercury Marquis V8 Two Wheel Drive Automatic 180k miles

For about a week, most of the time when I turn the key to start the engine the engine does not turn over. The dashboard lights come on and there is no clicking sound when the key is turned. The second try usually works but sometime the key must be turned three or more times before the engine turns over. When it does turn over it seems strong. Is this a starter motor issue or a swith/solonoid issue or an ignition swith issue, or?

There is a Technical service bulliten on this, here it is, buy the repair kit and install it!

ARTICLE BEGINNING
ISSUE
Some vehicles may exhibit a no crank condition due to an open circuit in the starter relay to starter
motor circuit at the starter motor connection.
ACTION
Follow the Service Procedure steps to correct the condition.
SERVICE PROCEDURE
A new starter terminal wiring pigtail kit is released eliminating the need to replace the entire
harness for the terminal connection.
NOTE: TERMINAL KIT ONLY SERVICES THE STARTER RELAY TO
STARTER MOTOR CIRCUIT. THE KIT DOES NOT SERVICE STARTER
MOTOR BATTERY POWER CIRCUIT.
Refer to instruction sheet contained in Wiring Pigtail Kit for wiring harness service procedure.
NOTE: REFERENCE THE APPROPRIATE WORKSHOP MANUAL SERVICE

Yes Mike I did get the Tech. Service Bul: However, the saga goes on.
I bought the Wiring Pigtail Kit from my local Merc. Dealer and then asked them to install it. The service manager did not want to because he said it was only for harnesses with a "broken" wire and that since my car starts sometime and does not at other times, it could not be a broken wire because then it would never start. Further, he checked the wiring harness and it seemed in tact. He could not get it to fail starting. Wouldn't you know it? I think he is headed for a relay associated with the starter motor. What do you think? I left the car with them so they could try to get it to fail and then diagnose from there.

It could be the relay, or even the ignition switch, relay is a cheaper fix.
