Mercury Cougar Headlights

I have a 1999 mercury cougar and the headlights and dash panel lights went out on it. We found the fuse that was blown and we tried to replace it, but everytime we replace it and try to turn on the lights the fuse blows again and again, what could be the problem?

Could be a wire shorting out or a bad switch.
