break/steering issues

1999 Mercury Cougar V6. 98000 miles. When applying the breaks the car pulls to the right while the steering wheel pulls to the left. We replaced both front caipurs which seemed to have helped the issue a little bit but it still pulls. It doesn't matter how much pressure is applied but as soon as you step on the break the car veers to the right and the steering wheel pulls to the left. It does not do this while driving but just when the breaks are applied. Since this is our just licensed daughters car we would like to try and figure this out before wnter driving comes back. We would appreciate any/all suggestions of what to do next.

you say that the calipers were replaced, was ther rotors? the rotors could have gotten some grease on them, a , clean them with disc cleaner. if that is not the problem then the rotors could be warped,
