1997 Mercury Cougar Power steering pulley removal

Attempting to remove water pump.
Needing to remove power steering bracket from WP.
Appears to have extremely large Hex type set screw or bolt that holds pulley on. I have tried securing pulley and using breaker bar to loosen this bolt in both directions. My question is: How does this pulley come off? If I use a puller on it, how would I ever press it back on? It would seem that this center bolt should come off and then the pulley slides off, then the bracket comes off, and then I can remove the WP. I am at a stand still until I know for sure the proper removal method.
The pulley is plastic, so I can not use heat on it.

Please advise.

You will need a pulley puller and installer
autopart or autozone have those.
the pump and pulley must be remove from the vehicle and installed in a wise, then use the tool below.the instruction is with the tool.

The manual for the car states just remove pulley and slide off bracket. Not removing half the engine compartment to get power steering pump out and onto a vise.
I have all pullers and bearing set tools.
I still do not see proper method for removal.

Do you have the one in the picture?
I'm sure you do.
At any autopart, they have free green small brochure at the entrance of the store, take the one with power steering removal and intallation.
That will guide you,
the wise you have on the bolt in the picture will just make the removal process more difficult is striped or damaged.

Think about this:
I am trying to remove the water pump.
In order to do this, I must remove the power steering pulley as the car manual states in order to remove the power steering bracket attached to the water pump.
The manual does not state taking the power steering pump out of the vehicle.
If I did remove the pump/pulley/bracket onto a vise, press, etc. There would be no need to remove the pulley because the bracket would already be off the water pump!

Any other suggestions?

Some 1989 and later models require the removal of the pulley from the pump.
The pulley can be removed right there with the use of the tool the picture above.
