1997 Mercury Cougar 120, 00 miles

installed a new battery and the healights will not shut off and car will not start. Wanted to replace auto headlamp control relay switch. Can you tell me where it is located so I can replace it? Will take any advice if you think it could be something else. When I turn the key get power (radio goes on and lights, etc. But car will not start.

I think there is an issue with the headlamp switch.
