car wouldnt start. made a whirring noise
when we jumped it, all the electronics worked
but car still wouldnt start and made same noise
if its the starter, how much would that normally cost to repair?

Kinda depends.....

Sounds like the starter by description. I have no information on a tribute from that year, so I really can't get a labor time.

What I recommend is the you use a Napa premium or a USA brand starter motor. /IF a shop is doing it, expect the cost that you can buy the part for to be doubled at a shop...thats just the nature of the business.
