My Backing lights do not work. Bulbs, are good, fuses are good. I am told their is a switch that has been replaced in this car before which might have went bad. Where is it, how do I test it etc? What other things should I look at as to why the back up lights do not work?

Suspect faulty reverse lamp switch, located on side of transmission. Test for power at the switch when in R. If good then switch is bad. If bulbs, fuse and wiring is all OK then switch is most likely culprit.
