Heater problem
1994 Mazda 323 230000 miles

My car appears to work fine except for the heating for the interior of the car. When its been running for well over an hour, it does not seem to warm up as it should. The car warms up fine when idle. When driving, the car seems to blow cold air (its very cold up here in Canada).
I cannot get the heat inside the vehicle to be as it should. Suggestions? Could it be the element? A fuse? I've checked all the fuses on my dash, they're all good. The fan works fine. Just minimal heat. Thanks for your assistance.
