Loud noise

I bought my daughter the car listed above ltz model used. It is making this loud noise and I do not know what problem is.

Where is the noise coming from engine? Wheels? Also, when is the noise happening?

It happens a lot while driving, happens once like one minute after you turn on the engine then throughout the whole drive. And what I noticed is that the fan speeds up like really fast then suddenly slows down.

I have seen a lot of videos seems like it can be, radiator resistor, thermostat or cooling fans.

Okay, I still do not know where the noise is coming from. Can you ever hear the noise when your car is not moving?
