Loss of power under load and lumpy idle

308 gt 1.6 thp 175bhp engine.

Hi, If I drive the car car normally it pulls well, but if I put my foot down the car seems to hesitate up to 4000 rpm's then the power kicks in however still seems under powered, the car also seems to idle lumpy a bit like a misfire. But is not if that makes sense.
