Wiper trouble

I have a 95 Ford Lincoln Town car 4.6 204,000 miles
the wiper motor sometimes stops with with the wipers up and sometimes they wont turn on at all.
All I get is a clicking sound under the dash. Is it a 'puter problem or motor?

If the clicking continues after the wipers have stopped, then I would suspect the wiper motor.
If the wipers stop when the clicking stops, then I would suspect the interval wiper module, the clicking device under the dash.
