1988 Lincoln Town Car weak engine performance and bad fuel

The car only gets about 15 mpg city and thats driving nicely. The car also seems very sluggish. Any ideas?

Its had basic tune up, but does the mpg seems right? It seems so bad.

It is a Town Car with a 5.0 liter engine, so it isn't real far off!
