1995 Lexus GS 300 electronics are slow

Hello I have a 1995 Lexus GS300 with 144000 miles on it. Lately it seems as though some of my electronics are running a little slow. The windsheild wipers aren't as fast as they used to be, my HID headlights flicker like they aren't getting enough power, my power windows go up slowly, and even my cd player plays the cd's slower than usual. I've just replaced the battery to see if that fixed the problem but still the same and the altenator was tested and is in great shape. Could it be a bad fuse or maybe even the power wire coming off the battery?
