1995 Kia Sportage Lifter Problems

I am thinking of purchasing a used Kia Sportage, and I have been told that there is a problem with the lifters. The sellers also told me that it would cost about $600 to fix, but that it is not a serious problem.

What is a lifter and how does it work in relation to the vehicle? Is this true about it not being a problem? Does anyone have an idea if this is a true estimate? I'm 20 and I don't know these things. Haha.

Again, I really have no idea. Should I trust the seller or should I search for a private mechanic to look into it for me?

Just looking for advice, no need to go into great detail, as I probably won't understand. Haha, thanks!
