2008 Kia Sedona oil filter and engine noise

There is a "cone" relief valve running through the center of the oil filter. What does this do and what condition could be caused by not having that "cone" in place when changing the filter? Would that "cone" missing cause engine noise/damage? Thank you.

this is to stop all the oil from draining back to the pan when you shut off the engine. without it everytime you start the engine it has to reprime the oil system this will cause a brief knock at start up and yes possible engine damage eventually
