Wiper circuit breaker location?

All test point to a wiper circuit breaker bad, or tripped. There is a fuse panel under the dash, but wipers are not labeled (although the Haynes manual refers to a 7.5 amp fuse, and there is only 1 and it tests good). There is also a fuse/breaker panel under the hood, but none are labeled for Wipers. This is a 1993 Cherokee Sport. Any help will be appreciated.
