2005 Jeep Cherokee steering chatter/vibration when turning

when i cut my wheel at very low speeds between 1 and 15 MPH i can feel and hear steering pulsating or rubbing vibration...other than this condition the jeep drives great...just bought it used a month ago.

no it doesn't...i checked my power steering fluid and it was low so hopefully adding fluid will help...ill let you know
