2005 Jeep Cherokee steering chatter/vibration when turning

When I cut my wheel at very low speeds between 1 and 15 MPH I can feel and hear steering pulsating or rubbing vibration. Other than this condition the jeep drives great. Just bought it used a month ago.

Does the sound / vibration change when you turn different directions?

No it doesn't.I checked my power steering fluid and it was low so hopefully adding fluid will help. Ill let you know
