1994 Jeep Cherokee starting

My grand cherokee 5.2 will not power up the relays immediately, The engine will crank but not start. It will power up slowly after time you can hear the relays and vacuum switch clicking and the check engine light will be flashing till it is powered up. Then it will start. I checked the asd relay and relay box for corrosion. Seems fine the problem seems to be from what tells the relay box to power up. The computer does have a jet performance chip installed. Once the engine is warm it powers up faster. I have cleaned the chip and computer contact pins.

I would check fuel pressure and spark before moving on, there are several things associated with each componant so we really want to rule those out by just checking the two.
