Blows cool to slightly warm at low rpm's then warm to hot at higher rpm's. Coolant level seems good.

Good morning.
I would start by replacing the thermostat. verify the coolant level is correct. If the issue is still present you may have a clogged heater core. It will need to be flushed out of all debris.
