Idler pulley?

I replaced the serpentine belt now the tensioner does not spin but the belt is turning.

Hello, I would remove the belt and check that the tensioner spins freely, service info shows and auto tensioner correct, for the front belt? Then another belt for in back for the power steering.

Diagrams 1, 2 are for the front serpentine belt on the auto tensioner, and diagrams 4-6 are for the belt adjustments on the power steering pump. Usually, a rule of thumb on these older vehicles when adjusting a belt like the power steering on, which has no auto tensioner, is you should be able to twist the belt 90 degrees at its longest point, so where they are showing to use the tensioning tool. If you can't twist the belt at least 90 degrees (1/4 turn) then it's too tight.

Thank you for replying. After further inspection I had a friend helping me and we had put the belt over the harmonic balancer pulley which bound up the belt. I put it on correctly. Rookie move oops.
