Idle surge when clutch depressed

When I come to a stop and press in the clutch, the idle goes very high.

What does the idle do if you put it in neutral and let the clutch out? Does it stay high? Also, does the idle go high and stay high until you put it in gear and let the clutch out again?

Here is a process on how to adjust the idle if the idle is high even if in neutral while the clutch is out. We just need to try and understand fully what is happening so we can figure out what to do. Thanks
