Baked battery and other electrical issues

Hi I have a 1998 Excel, 102200kms, 4cyl manual and have been having electrical issues for some time. I have had the timing belt replaced as part of normal scheduled servicing and the car has been checked twice but I still have issues with it.
The battery has been baked dry (its new), the engine will rev while ideling, the lights will flair brighter and you can feel a hesitation in the engine while accelerating. All these issues happen intermitently, the service centre has assured me that they can't find any problems with the engine.

If the engine is reving on its own you may have a vacuum leak. It could also be a low level of coolant that is causing the problem. The electrical sounds as thought the alternator is failing. The thing may test just fine but it is not doing anything but charging the battey. To death. The voltage regulator inside the alternator is the problem.
