What does it means, when my car is scan it shows code P0700?

This code is nothing more then informational. Meaning it provides no diagnostic information but just telling you that the TCM told the PCM to turn the check engine light on.

Most generic scan tools only communicate with the PCM so the OEMs put this in there so that we know we need to look further.

So your scan tool communicated with the PCM and found that there is a code in the TCM so we need to use a scan tool that can talk with the TCM to find out what this code is.
