2002 Hyundai Elantra windshield wipers

I have a 2002 Hyundai Elantra and the wipers are very very slow. This past winter, they were frozen, so I stopped trying to get them to work, and eventually they thawed out and started working again. Yesterday, I noticed, it takes about 10 seconds for the wipers to get to the top, and back down one time.
Is this the whole motor that needs to be replaced?

Hi:
It could be the motor or damage to the linkage due to freezing. You need to remove the cowl at the base of the windshield to access the linkage. Disconnect it from the motor to see if the motor speeds up. If it does, then check for damage to the linkage. If it doesn't change, then chances are the motor is bad.
