1999 Hyundai Elantra Cylinder 3 & 4 Misfire

Hey guys,
Great website.
Long story short.I picked up this car for $1,000. It doesn't knock, leak or smoke. However it does run very rough. Everything else with the car works fine and is in decent condition. The car ran rough when I got it. I figured it needed plugs and wires, maybe an intake cleaning, new air filter and oil change. I did all of this myself. I did notice a small about of metal flakes in the old oil at the bottom of the pan. Also, The spark plug for cylinder #3 is fouled up wet and not firing the best I can tell. The other 3 plugs were fine and clean. Needless to say, none of this solved the problem. The check engine light blinks constantly and it lacks lots of power. The scanner shows cylinder 3 & 4 multiple misfire. I use a backyard mechanic who is a retired service tech. He said the fuel injectors are ok and can't figure out the misfire. He doesn't want to waste my money on parts and labor if he cant pinpoint the problem,

I'm on a SUPER limited budget and had my "good" car repossessed recently, so I need to try and figure this out quick and as least expensive as possible. Any suggestions?

Have a compression test done
check if u have a good spark at the wire

Checked the spark, it's fine. My auto guy said it has compression, but an actual test wasn't done, so I will try that next.

Remove all spark plugs and have it tested
(compression test )
