I tried to replace the air filter of Honda Civic LX, and found out the screws are freely rotating(3 of them). I couldn't take of the cover. Is there a way to take of these screws.

I don't believe screws are broken

Try slightly prying the filter housing apart with a screwdriver, then try to remove the screws. That usually does the trick. If that doesn't work, cut the head of the screw off, remove the upper housing and just use a longer bolt and nut to secure the housing down.
