1996 Honda Civic smog

I have a 1996 honda civic hatch back and I faild my hydrocarbons at idle the limit was 250 and I got 259 and I was wonderg if the idle being at 1019 instead of factory (670 +/- 50) could be the reason?

Probable causes could be an engine compression problem such a burned exhaust valve, Ignition problems with plugs, wires and coil, to include vacuum leaks, injector problem and fuel delivery-Drop the idle speed to specs
