1996 Honda Civic Low Idle

My civic idles really low, probably under 1000 RPM. It tends to do this when I come almost to a complete stop, then when I accelerate, it rumbles a little and jolts before catching. I'm not sure what to do. I recently replaced the plugs and wires about 3-4 months ago, Battery seems fine, although the light came on for a split second when this happened. Help, please?

The idling speed is 700 to 800 rpm and if it is going below that, the most common cause is a dirty IAC and throttle body. Cleaning them with carb cleaner and readjusting the idling speed should solve the problem.
