1995 Honda Civic steering locked to right turn

I would like to know if I need speacial tools to repair this problem. Visably I noticed the boot on one end of the steering attatched to the firewall is broken all the way around. The steering will no longer opperate. Can you help me with some advise?

I have extensive experience working on cars.

Hi gregor1,

Replacing the torn steering boot is not a much of a problem but you mentioned the steering is not working. I need more info as to what is wrong.

Is it that the fluid has dried up and is heavy to operate?
