1995 Honda Civic idle surge

I have a 1995 Honda Civic with 173,000 miles. My issue is at start up the idle shoots up to about 2800 rpms, then idles down and surges from 1000 to 1500 rpm's. I have replaced the I/AC motor which I thought had something to do with the idle since when I would unplug the connector the engine would idle down, and not surge. This did not help much, and was very costly.

Hi there,

run a diagnostic code check to see if there are any set fault codes, if so inspect these first, also check for any vacuum leaks, at hoses and manifold gaskets. Start there.

I fixed it! I not sure what the part is called. Maybe I can get some clarification from the Car Pro Mechanics. What I've done was replaced the Idle control motor, but this did not work. So I decided to remove the throttle body, and clean it. **Just a note if you decide to remove the throttle body make sure you purchase a new throttle body gasket. When removing the throttle body the gasket does not come off in one piece.** I removed the part on the bottom of the throttle body(this is the part I not sure what it is called) that radiator fluid runs through. I took it apart, and found that the valve mechanism inside had unscrewed, and was flopping around inside. I cleaned the port, reinstalled the valve. Put everything back together, and it worked! The car no longer races at start up and no longer surges at Idle.
