Here is a diagram of the EGR valve.
Replacing the valve might not solve the problem of insufficient flow as the port under it needs to be cleaned and that requires quite a lot of work.
Get a can of carb cleaner to clean the EGR valve and retest instead of replacing it. Spray the cleaner into the port and if possible, get some sort of flexible wire ( I use broken meter cables attached to a hand drill ) to clear the ports.
