High rpm. Does a bad fan clutch cause this?

Good afternoon.

There is a valve called an idle air control valve. It controls idle speed. It is mounted on the throttle body.

I attached a picture. Remove the wire connector by the left arrow. If the idle drops to idle, then the valve is bad. If it does not, then there is another issue.

It could be a vacuum leak or the throttle body plate full of carbon.
