High idle after cylinder head replacement?

High idle after cylinder head replacement AT NOM OP Temperature coolant at 192°f no mil MAF reading 9g/s at 1,800 RPMs spec is 4 to 7 at idle. IAC new and within resistance tolerance live data says TPS at 10% at full close. TPS also within resistance tolerance fuel pressure at 45 PSI. Performed old school spray test on all vacuum lines with carb and choke lined up marks on cylinder heads, block and new timing belt to corressponding marks for tdc timing at 18 degrees at 1800 rpm per live data.

The first thing I would try is to disconnect the throttle cable to see if it is holding the throttle bore open. Next check the EGR valve to make sure it is closed completely.
