Fuse 21 stay alive cluster keeps blowing

Replace fuse and will keep the dash working sometimes while driving it blows, at times when replacing the fuse with everything shut down to blows. I was looking at recalls and a clock spring jumper wire can cause issues but does not give fuse numbers, so fuse 21 witch makes the dash work keeps blowing.

Good afternoon,

I would disconnect the cluster and see if the fuse still fails.

I attached the fuse diagram for you. Looks like the cluster is your failure.

Just wondering roy is the third light on fuse 21 stay alive fuse, looked at third light and the case has a hole so water will get in, my plan is to remove and see if fuse 21 blowes if it does I would enjoy another thought on this fuse 21 issue.
