1999 Ford Windstar smoke from tail pipe

I am looking at purchasing a 99 windstar. The woman told me that the check engine light has been on for awhile had it to the garage and nothing was wrong. She told me the water pump was replaced 2 wks ago but now she notices smoke from the tail pipe. What could be causing this and how much do you think it would be to fix the problem? Do you think the vehicle would be a good purchase?
