1999 Ford Windstar Power steering noises

My power steering has been making some ugly, ugly noises, but only intermittenly. There is no evidence of leaks but have added conditioner just in case. Fluid level ins't dropping as if there is a leak. Do I need to change the pump, the rack and pinion or both?

Hi:
This seems to be a common problem on the Windstar. The pump is the problem, but if you purchase a remanufactured one from a parts store, chances are some if not all of the noise will be there. If you decide to replace it, go with a new factory pump and make sure to have the rack flushed prior to replacing the pump.
