Code mess

Ok I have a 1993 ford tempo and the check engine light is on. So when I grounded the ecc test and turn the key over. It takes a minute but the fans kicks on the off the the check engine light starts flashing but everything is outta sync. On gm models it flashes 12 three times the codes then recycles though again. This is just a mess. It goes "1 1 3 1 1 3 1 1 1 3 2 1 2 1 1 3 2 1 2" then stops. And thats it till I shut the key off then turn it back over. It repeats the exact same thing.

It's not out of sync, you just have to know how to read the flashes, they will be three digit codes, each will be done twice such as 112 113 114 pause 112 113 114 stop. If you're going to keep the car, I would get a cheap code reader for your car, around 30 bucks or so, plus you can do a couple other tests with it also.
