2000 Taurus power steering

Hi, I have a 2000 ford taurus 3.0l the power steering is making a very bad "whinning" sound and the fluid was black. So I replaced the pump, flushed and burped the system of air and still had the same whinning sound. Replaced the rack, reflushed and burped the system of air, and still have it. I'll have the car running and the fluid at the proper level, then shut the car off the fluid comes flooding up outta the pump? Help! Does it have anything to do with that "bulb" shaped deal on the steel line that feeds the rack? Any answers would be greatly appreciated.

Enjoy your Ford p/s. LOL Did you use a factory pump? That is the best shot you have at it being quiet. Most aftermarket pumps come with a tag saying to give it a 500 mile break in. Need to adjust the fluid level with the engine off.
