1999 Ford Taurus Speed odometer improperly working

When the car has been drove for 20min or so the speed odometer starts to bounce up and down at low speeds, it also starts to shift improperly at those speeds. I have just replaced the Vehicile Speed Sensor due to code P0500. However I still have the issue with the improper shifting, but I have no codes. Could this be in the wiring or possibly another sensor?

Check your wiring to the VSS, torque converter sensor, ABS and the other two sensor described.
