1999 Ford Taurus hesitation

Car hesitates when accelerating from a stop. Fuel economy has suffered a great deal. Check engine light says its the egr valve. I have replaced the egr system and nothing has changed. The smell of exhaust is present when the car idles for a few minutes.

Check and verify the EGR operation
check DPFE sensor and its lines
check for any exhaust leaks

Checked egr and its working great. Can't seem to find any problems with the exhaust. The check engine light says insufficient egr flow. When driving the car it feels like something is holding it back. As if the engine is clogged somewhere. The sparkplugs, egr valve, egr vacuum, egr sensor, upper intake manifold gasket, and fuel filter are all brand new. When you listen to the car it sounds loudwhen you give it gas as if the exhaust had been customized to be loud. It grumbles and has a strong smell. Would that be a problem? The car drives fine on the highway and gives me respectable gas mileage. But in the city I get less than 20 mpg and a lot of hesitation and exhaust smell. I have the DOHC duratec v6 and I know its a good engine and that it should not be acting this way. Thanks for your help.

Sound is under the hood
check DPFE sensor and lines coming from the EGR tube
if lines burnt will sounds as an exhaust leak specially when you give it gas
