97 Ranger hum & increased idle when fan is on

When I turn on the blower, either heat or A/C, every 10 seconds or so the idle will increase. If I'm at a stop light when this happens, it will cause the vehicle to jump a little and the RPM will drop almost enough for the engine to die. Once in a while it actually does die.

I'm no doctor, but I popped the hood to have a look anyways, and it seems like the idle spike is caused by the A/C compressor engaging.

On hot summer days, I'll even get a loud humming sound. But I'm not sure if it's comming from the A/C compressor. It seems like it's more comming from the power steering since the pitch of the hum changes a bit as I turn the wheel.

Are these problems related? Is my A/C compressor &/or Power Steering going bad? Is it normal for the A/C compressor to kick on so often?

My Daddy says that ford power steering systems tend to whine? He says they sometimes sound like me :(

He said that you might have some air in the power steering system and Ford makes a special tool that puts vacuum on the system to help pul the air out while you turn the sterrin wheel.

He thinks you might be low on the gas in the air conditoner system and that makes the pump cycle a whole lot more.
