start disconecting the a/c clutch and see if the fuse blows again could be a grounded wire, also follow the wires and be sure that are in good shape and see if they are well insulated.

Is it the same fuse for all three components? If so, check for a chaffing wire in the steering column. It also may be what is refered to as the "clock spring." It is a spool of flat wires that allows the connection to the driver's airbag and steering wheel controls without being broken when you turn. Check the steering column first, though, and post back. We'll go from there.
