the horn works when the alarm goes off, but doesnt work when I press on the steering wheel. I check the power distribution box and relay 4 is missing but im not sure if that has anything to do with it. Anything come to mind?

Horn relay is in the left side of engine compartment on the fuse box. I would suggest replacing it. Also inspect the push pad on steering wheel, may have something blocking from contacting inner connection.
