my car seems to be locked. It wont start. My car lights dont work. My brakes are locked. My gadges are going crazy. It wont push start or jump start. We tried to reset it by unplugging the battery

Its mannuel. I tried push startin and jump starting my brakes locked and my gauges were acting weird
